This reverts commit 156e08f2fdc6eef9df379384aa867860db27a085 The HBM ACLS scheme that rasdaemon relies on has changed. Moreover, the new solution only needs to be uploaded to the openEuler-22.03-LTS-SP4 branch, so this branch cancels support for HiSilicon HBM Memory ACLS.
