+year-round by not changing its clocks on 2025-04-05 at 24:00.

+* southamerica (America/Coyhaique): Use publication date in UNTIL field
+for 2025 change, as we did with America/Punta_Arenas in 2016.
+(Chile): Update links to Chilean decrees since 2014 and lightly clean up
+related commentary.  Remove some outdated "assume ... indefinite"
+comments that didn't ultimately pan out.
