Chile's Aysén Region will join Magallanes Region in observing -03
year-round by not changing its clocks on 2025-04-05 at 24:00.

* southamerica, zone.tab, zone1970.tab, zonenow.tab:
(America/Coyhaique): New Zone, which acts like America/Punta_Arenas
except it switches to year-round -03 on 2025-04-06 not 2016-12-04.

Subject: [PATCH] Improve recent commentary for Chilean decrees
* southamerica (America/Coyhaique): Use publication date in UNTIL field
for 2025 change, as we did with America/Punta_Arenas in 2016.
(Chile): Update links to Chilean decrees since 2014 and lightly clean up
related commentary. Remove some outdated "assume ... indefinite"
comments that didn't ultimately pan out.
